How Do I Know If My Shock Absorber Is Okay?

Hi there, i've been doing a light rebuild of my mini and am in the process of stripping the rear sub-frame, when i took the rear shock off, it can be pushed fully in by hand and then dosen't seem to come back too easily. Is this normal for a mini? With it being on cones i'm not sure, haven't took the other side off for comparison yet. Any advice would be much appreciated!

There is nothing special about mini shocks so it should act like any normal shock. 

 

Oil filled - It should be stiff to push back and pull out and should stay where it's left.

Gas Filled -  It should be stiff to push back and should push itself out when you let it go.

 

Neither should leak
