Sorted. I don't think the repair panels are a great fit so I would ignore the bad fit of the bumper holes and just redrill them.

Looks exactly like mine did (the after shot anyway). My valance, boot floor repair and hinge panels lined up alot less than yours, so I too just opted for cutting the excess metal off and making new holes. I also put the closing panels on first for the same reason - to be able to seal.
