Indicator & Hazard Light Problem

Still points to a dirty connection, or a flat battery. You say the battery is charged, so have you checked the fuses on the fusebox and the related wiring, when you put a load on a circuit and the voltage drops off it points to a dirty connection

Update.....
I have 0v going into the indicator stalk but 12v coming out the flasher unit.
There is also 12v at the red/green wire and white/green wire constantly.
I also have continuity between the red/green and the white/green.
Any ideas?

You say you have 0v going into the stalk can you back track the wire and test it where it goes into the hazard switch and then back to the flasher unit

There was 12v at the hazard switch and 12v at the flasher unit.
When i tested the voltage going into the flasher unit (purple and orange wire) i was at 12v but when i turned the hazards on, the voltage dropped to 1.5/2v

Problem finally solved!!!
Re-crimped various connections, put in new in-line fuses and i now have indicators and hazards!
