Hello, sorry to barge in but it looks like your rubber cones are two different sizes (like front/rear smootha rides) due to the position of the hi-lo base compared to the top arm main axle... Maybe your cone is not seated correctly on the passenger side but wouldn't explain the low attitude of the drivers side.

Two different cones would.

 the rubbers pop off every time i jack it up as the trumpet is adjusted

 

I've always found the non-genuine ones will do that. I used to put a tiny cable tie around them or some fine tie wire to keep them from popping off. These days, after getting fed up with those rubber boots splitting in as little as 3 months I only use the Genuine ones.

The new arm isn't a Hydrolastic one is it?  That'll do it.

+1 The different ratio causing ride height difference.
Also you need to fit rebound rubbers under the top arms to limit the rebound travel to aid the retention of the rubber cover on the knuckle joint.
