You need to set some objectives. 

 

A well worked cylinder head is an all round winner, but it won't give you masses of power. Forced induction can give you more and as it can also deliver in the same rev range, less working of the bottom end and gearing is needed. A grand isn't much for a turbo project, but it'd still give you the biggest returns for your money.

 

Ignition wise, like a stopped clock any dizzy can be set up to give the right advance where it matters most. It's not all about maximum power though, a well set up engine will give good economy and better throttle response, feeling more powerful.

If porting the head, any spec 940 casting can be modified to give the same results. Though the early NA MG Metro head has the larger 35.6mm inlet valve fitted as standard, and the throat opened to suit, so this does save you some work here. The trouble with these heads is they were never produced with hardened exhaust seats, and as such are often very worn. Requiring either a larger ex valve or inserts fitting.
If you're on a budget, personally I'd look for a later unleaded head and modify that with the larger inlet and open the throat to suit, and replacing the valves, guides and springs as required.
