It's completely incorrect to say that all minis were fitted with 165 tyres from 1995 onwards. 145 tyres remained standard to the end, except for some rare special editions. My 98mpi came with the usual 145/70 cinturatos.

Whilst a 165 section tyre can improve road-holding on a dry road, the best handling is with a 145 width tyre.
I recall driving an MPI on 145 tyres in the wet a few years ago and it handled very well.
Of course the tread pattern, road surface and tyre compound all contribute to how it feels, but generally Minis run very well on 145 width which is what they were designed for. Actually they were designed to have 5.20 X 10, but the 145 radial soon became the norm. How we all loved the Dunlop SP3 145 X10 when it was first sold in 1963.
