Um, no. Illegal ALWAYS. If your car is later than '86 you have to use a lamp designed as a reverse lamp. If your car is older than that then you can use any lamp but it must be less than 24 watt. It really is quite simple.
Any car can have the reverse lamp controlled by a manual switch rather than the gearshift switch but if it was built later than '54 or something like that it needs a dashboard warning lamp to tell you when the reverse lamp is on if the switching isn't automatic.

That's what optional means! You don't actually need a reverse lamp on any car legally but I myself prefer to be able to see where I'm going if reversing at night.
Can't remember the start date for fog lamps (which are mandatory) but I have a feeling it was before '80.

Not true - you can have a light on a flip switch no probs - m8s with landys have em as sorta service lights. As long as your not moving when you have it switched on its perfectly legal.
