Think that might be a HIF4 - they were produced in matching pairs. The HIF38s weren't as far as I know. You might want to add a dizzy vacuum take-off too, although I know some just use a spacer with one pre-installed. Ideally though, the vacuum take-off point wants to be close to the butterfly disk.
Being 1.5 inch, the HIF4 is marginally bigger than the metric HIF38 - your gain!

When I had my hif44 apart I noticed this also had over run valve, assumed it was std for cooper's, I removed mine and re soldered up the resultant orifice..

to be honest i much prefer replacing the butterfly with a solid disk,
soldering up the hole where the overrun valve was is imho gives risk to it becoming 'unsoldered' and getting sucked through the engine.
