OK I will come clean officer fair cop guv.
joking apart I have no idea what PNC is. without the details its all heresay.
other wise try navy CSI they seem to have all sorts of gismos that sort out allsorts in half hour.
PNC = Police national computer. Basically known everything including what you had for breakfast!

The insurance must have a simular system other wise a person could insure a mini with 3 diffrent companys "lose" the car and cash in.
I would also think that if the owner wanted it lost he may not of informed the police.

sounds like my mate works for the swiss FBI i alway ask him about british sports cars before I touch them.

you cant report a vehicle as stolen to your insurance and make a claim without a crime reference number from the police. Also if a vehicle is checked on PNC it will show if that vehicle has tax, MOT and Insurance. Including in who's name the insurance is in and any named drivers on the policy. Also will tell you the registered keepers details of the vehicle and if the vehicle has been reported stolen.
In a nut shell it's a handy tool to have in one's arsenal!

Were there not ID numbers on the door pillars or posts too? im sure i was told about this. As in by where the a-panel is?!

Yep... if it's an MPI, there would be sequence numbers on many parts and details are held on the CAVIAR system (Austins build database) holding build and warranty information on every car built from about 1990 onwards. Before that, archives at Gaydon would be able to search for a body/engine to Vin match but it would be slow and painful. I still have a contact who is "in touch" with the CAVIAR system and any numbers you have on any parts at all, may be able to narrow the search.

If it's an injection, it has an engine ECU and Alarm ECU... Both of which are coded to the vehicle... and if connected to diagnostic equipment, should display the Vin number.

Speak to an Ex Rover Dealer (Averills or Bells were in cheshire) they should still have the diagnostic equipment and be able to tell you the vin number in minutes.
