Not quite what the guy conducting the VIC test said.

All he was fussed about was that the car had a the plate stating the chassis number ect ect.

The scuttle also has the chassis number punched into the channel. So arguably replacing a rotten scuttle is removing the cars identity.

If I was replacing a rotten scuttle, I would either restamp the number, or if it was usable, cut the piece out of the old scuttle and weld it into the new. It is not illegal, and if done well may avoid stupid questions in the future. What is illegal is applying a bogus VIN number, or one from another vehicle, so if you happen to find a scrap Mini (rear end shunt for example) with a good scuttle to use for a repair job, don't under any circumstances leave its number intact.

Pretty sure its the norm when replacing a scuttle NOT to replace the vin, but to keep a section of the old drip rail for future reference. By welding in the old vin just looks plain dodgy.

What's the official line on replacing the panel with the VIN number on? I seem to recall something about taking the old and replacement panel to VOSA and they will stamp the number in the replacement panel and destroy the old one
