If you are looking for evidence then involving a 3rd party like the Council would be the best way, they ought to be impartial and credible. They will have an interest and/or duty. Is the garage theirs or private property? If it's in a block and they own some they will still have the potential to suffer damage from the water. The same goes for the allotment 'n its plumbing.
They will have surveillance eqpt of their own for asbo'ing the chavs & vandals so it wouldn't be a lot of effort for them either.

this has gotta be one of the best 1's iv heard , you flood my garage i have an affer with your misses love itTake him some cake and dome flowers for his wife and apolgise for the noise, and explain that you'll keep the noise to a minimum. His wife will think you're a lovely kid and there is no way she'll let her husband harass you.
Failing that, have an affair with his wife and get photographic proof. Now that'd be revenge and totally legal. If she's still alive that is or he even has one.
