Maybe it was a 1071 but has had a later 1275 fitted and declared on the log book.

but the logbook says 1962 mini cooper s 1275cc.
they were no cooper s out then only cooper was a 997cc

in 1962 there were no cooper s and no 1275cc minis in production

I read somewhere that if someone wanted to upgrade their car to cooper S spec way back when they could buy a package and send the V5 off to be changed to read Cooper S and whatever engine size. I guess this can be the only real explanation to your issue

Not sure to be honest I've only ever heard of "declaring engine conversions" to the DVLA.

It looks like a re-registration. I had a similar problem with my '62 car which had an 'A' plate. That should have meant a '63 car. I got the details checked with the Heritage records and the DVLA gave me a new non age related number. It may be that you are looking at a genuine 'S' but with an incorrect registration date.

A 63 1071 wouldn't have a 130mph speedo, or hardy spicer outputs, back when logbooks were hand written it was easy to have a different model written in, I had a 1960 Mini that was down as a Cooper on the log book, what's the first 5 letters / numbers in the chassis prefix?

It's probably a 1963 Cooper 'S' 1071 which had a 1275 engine fitted, a lot did. The 1962 is most likely a DVLA transcription error. The only sure way to check is to contact British Motor Heritage and if you provide Reg No and VIN NUmber they will do a production trace. The speedo really means little as speedos do fail and a replacement from about 1966 onwards for an 'S' would have been a 130 mph unit.
It could be a 1962 997 converted to 'S' spec and I did build one just like that in 1969 and had the log book changed to 1275 cc. I don't remember if the 'S' was added, but all sorts of things happened back then. Mine retained the 100 mph speedo. Imagine the confusion that car could cause if it still existed!
