It should ground through the alternator with the engine off.
If it doesn't it might be worth checking your earth circuit. Voltage drops between alternator case, engine earth strap and battery negative.
You can also test it isn't the bulb itself by touching the alternator brown/yellow to a bare bit of chassis.
