A local engine machine shop changed them for me and the cam can only be turned by a spanner which they thought was OK. I don't accept this. The cam should turn freely by hand.

It all depends on which bearings you were supplied with.
some suppliers sell originals that need scraping to fit.
others supply ones that are on size when fitted.
as Phill says yours need cramping to fit.

I gotta wonder what machine shop would think this is OK - regardless of the type of bearings fitted. Running clearance here should be 0.001 to 0.002".
