Gearbox Stuck When In Gear

I have 1986 mini Chelsea 1000LE. It hadn’t run for 16 years when I bought it. I have taken it apart completely and started rebuilding it. I also completely rebuild the engine.

 

the engine is now back in the car but there is one big problem. When i put it in any gear the gearbox locks up and won’t move. I can’t push it in gear. It will crank when it’s in neutral, and rolls freely. So there has to be something wrong with the primary gear in the gearbox. 
 

can anyone tell me what could cause this problem?

Are the wheels on the floor?

 

It could be it's already in a gear because of a selector fault, or a very sticky baulk ring. If you put it in another gear as well it would lock up as described, as you'll know from tightening the input & output pinion nuts. You could test my theory by going through all gears to see if there's one that doesn't lock up solid.
