I havnt seen any 13s but i will have a look, and with regard to the legallity, whilst being driven on the road they should be locked (cable tied to stop them spinning) but obviously for shows etc. they are fine

your likely to make your mini look tacky, i no when they first came out a load of taxis had them on in brum.
needless to say only a taxi driver could get away with it.

You can get them made to fit any size wheel which has a dish on them, but I think they are old hat now but thats just me lol
Your rite it is old hat about 8 years out but it would be new for a mini and have you seen some of the things you can do with them. It would be funny to have a go with the centre cap like you sed I will think about that one.

I say go for it, if you want spinners do it, ( even if you do have to cable tie them )
may work out very expensive to get some made for you though

Just get some deep dished 13's trim the plastic trim ones down so they sit furthur into the rim, shouldnt look as tacky,

I have spent over 25K why stop now. I have some deep dish wheels so I may have a go just for a laugh.
