I now have the sandwich plate fitted, new hoses and a new heater matrix. Had the engine running and I get hot water coming from the sandwich plate to the top of the heater matrix... but the hot water doesn’t seem to come through the matrix, as the lower hose is constantly cold.
Could this be air in the system? If so, how do I get rid of the air? Or do I need to swop the hoses around?

Might be air,
Can you lower the heater so the hose connections are on top? Remove the hose from the sandwich plate and top up through the radiator to expel trapped air. Keep the open heater hose at least as high as where it attaches.
Also note the control valve operates the other way round to the on head valve - pull the cable for hot.
