Check what the compression readings on all four cylinders  when spun over on the start motor, all four plugs out throttle held wide open.. Also spin it over on the starter and spray WD40 on the manifold gasket area, you may have an inlet manifold gasket leak esp if not using a stock manifolds

So it was timing after all.

 

Now the mini had started but it wont idle down as in it will only run if the choke is completely open 

 

This HIF 38 has no mixture screw just a fast idle adjustment

They have. On the drivers side of the carb. Google it.

Got it sorted and done idles well thank you all for your help much appreciated
