A stuck shuttle could account for high oil pressure, but I still don't understand why the filter had "little to no oil" in it.
If you install the ball bearing (not recommended by some) you're likely need to shortened the spring by a few coils as they will give a longer overall fitted length than the shuttle and cause high oil pressure.

This is one I bought from minispares a long time ago.
It's trial and error shortening the spring until you reach your desired oil pressure.
