Nick, Ethel, now I do have a steel ball and mini spares recommends replacing the cup and or plunger with the ball - I am assuming the massive putting on the cup may be part of the issue? Hopefully you can see the last image?!

My mistake, of course the oil pressure is measured in the main gallery after the filter.
A stuck shuttle could account for high oil pressure, but I still don't understand why the filter had "little to no oil" in it.
If you install the ball bearing (not recommended by some) you're likely need to shortened the spring by a few coils as they will give a longer overall fitted length than the shuttle and cause high oil pressure.

Strange as one of the images seems to show the filter okay but anyways , I am not too keen to cutting the spring unless you have a recommendation of how many rungs (two rungs ya think??) here’s image of. Ball I have

Might just be your photo, but that ball bearing looks very small.
This is one I bought from minispares a long time ago.
It's trial and error shortening the spring until you reach your desired oil pressure.
