Use the current petrol cap, reroute the pipe to a bottle containing something sufficiently nasty - urine, bleach, some kind of sleep inducing drug, when they suck it out , they will get a mouth full of something unpleasant and wont do it again.

Reroute the pipe? You mean the filler neck? Its a metal filler neck that is directly connected to the fuel tank. And I bet these sort of thieves use the syphoning kits from Halfords that don't require any sucking.Use the current petrol cap, reroute the pipe to a bottle containing something sufficiently nasty - urine, bleach, some kind of sleep inducing drug, when they suck it out , they will get a mouth full of something unpleasant and wont do it again.

Though your thoughts are similar to mine. If you can leave your Mini for a week or so, put a non-lockable cap on your tank, then fill it with £10 of petrol and a bit sand, grit, or something similar that will fubar an engine when you try and run it. Bet they won't come back again! Of course this would then require you to remove the tank after they've stole the petrol and thoroughly empty it.
EDIT: Or fill your tank with diesel, will worry the drive when the car starts chugging and smoking heavily!

I suggested drilling through the filler pipe (when my brains functioning i think of something better to call it) and welding in some metal rods in a mesh fashion. Far enough down so that you can get the pump in, but not too far down that a hose could be placed into siphon the fuel out. Also making sure that the gaps in the mesh like structure are big enough to make fuel flow in easily and small enough to make sure a hose can't pass through.
