Write to DVLA with copies to the Police & Crime Commissioner, your local MP and HMRC. Give details of the registration number plus the reasons why it is not what it purports to be.
One or two crushed examples will make people think twice.
But what if you have already and unknowlingly bought such a 'ringer'? Do you just hope it won't get crushed or do you go to the DVLA and tell them you think your car is a 'ringer'? Now there's a difficult judgement call. You could (tongue in cheek) buy a car of more or less the correct age needing a full re-build and 'ring' yours into it to get it looking fully legal and eligible to pay road tax (I think that's what I would do). Then, although a bit 'iffy', no-one would really care.

There was an earlier thread on this and I can't remember who, but a direct contact was made with the Old Bill and they were going to follow-up on any obvious 'ringers'. Have a search to see if you can find it, or does someone else remember this.
Although not strictly legal, not many people are against the preservation of a classic car (not necessarily a Mini) by using the shell from another identical model year to keep a classic on the road. That is certainly done with Minis, MGB's, Triumphs and Fords. But that is different from taking, say, a 1993 car and using the identity of a 1963 car to try to make it something it isn't and thus avoid road tax and give it an artificially high retail value to people who may not understand the difference.
To my mind there is re-shelling to preserve the most classic cars possible, and re-shelling to make money and defraud.
I once rallied in an ex-works Lotus Cortina Mk.1 (KPU381C). We destroyed the body-shell in a huge (4 times over and 60ft down a mountain) rally crash. The car was re-shelled using a 2-door Cortina 1200 shell and still exists. It is still seen as the original car, even by the purists, and I have no issue with this. We rightly eulogise the Mk.1 rally cars which competed 'back then', and not just the 'works' cars, but they have all been re-shelled at least once. It is not worth trying to weld up a fatigued shell when it is so easy to re-build using a good 2nd hand one. The shell fatigue is a creeping thing and replacement with a shell from, say, a pre-loved Mk.1 850 will be stronger and safer.

If i tried to change my car ID to make my car look 1 year younger thats a definate no no.but there seems to be a grey area with logbooks making cars look really old..
I would do all i could to keep a mini on the road or any classic dont get me wrong but if its a late shell pay tax on it and tell people what they are buying too.this guy hasnt mentioned reshelling until i questioned him over it but people are still asking if its still for sale.its not about money its 1500 quid which i think is a fair price but its the principal of it.
And at least he could have put some stick on external hinges on it.

All becomes very murky though, like when people just buy a V5, Vin tag and box of parts.
It's one more Cooper S back on the road, but the only original part is a small square of metal with some numbers on it (which itself could be a reproduction)

I doubt it, I suggested a pinned log of illegal cars like the one in my signature which was just a log book sold on eBay, I got shot down and some people were very abusive towards me, when I suggested that the people doing the ringing were among tmf members I got abuse for suggesting everyone on here is into it! Lol, you can't win can you?

I thought it was locked actually, I made the original opening post too long and mentioned cars with no v5 etc which wasn't my idea for the thread really, purely a list of any registrations seen as being sold as a v5 only so they could be referred to if they popped up soon after with an MPI fitted with black plates.
By me saying these people are amongst our scene was taken as me saying that everyone on here is into nicking cars and selling dodgy documents!
I don't think many of the tax exempt reshells get bought by innocent people (thankfully), most of them are bought and sold by other tax dodging idiots or happily sold on knowing that the v5 is going to end up on a stolen car, maybe one day it will be their car that gets the treatment, I'd be amazed if we haven't got a few of these people as members here but I've given up, this is the first long reply I've bothered with on the subject in ages.

so all minis that have the wrong chassis number compared to the number plate should be scraped.

is it only minis that have been re-shelled into a shell that is a different year to the rego!!!

is it scrap the mk1 s that are in mk2 shells on the same year
or
scrap the mk2 s that are in early mk3 shells same year
were does it start or stop who would police it...... This isnt only minis escorts are prime for it,,,, how many rs turbos s1 are there in newer or older shells most I suspect
Quick story true.
bought a car a few years ago from tmf actually. It was a clubman 1971 tidy car I only wanted it for the 1071 in it 1 owner then his wife.
when i collected it I got the full story,
mk1 s 1071 bought new 1964, in 1971 it has involved in an accident, so the man bought a new clubman shell. new out in 1971, seemed the thing to do as who wanted a 8 year old mini....everything that could be from the 1071 was put on the clubman
move on 40 years is this a ringer, ?????????????

cheap car though!
