Are the valve stem seals hard to do? Should I do them first then change the oil or do the oil and if that doesn't work do the stem seals?? Thanks
I've never done valve stem oil seals with the head in place.
I might give the oil change a go first

A compression test may tell if it is the rings although it depends if it is the oil crontrol ring that has worn. I still think you should take if for a decent run and get the emmisions checked at a garage........

Take it for a good long thrash, and see if it clears. I dont mean a run around the block, I mean a proper, spirited drive on some country roads, load it up, see if it's using any oil or fouling plugs, if it doesnt clear, get a compression test done, don't throw money at things like valve stem seals and rebuilds if you don't have to. A compression, vacuum and cylinder leakdown test will give you some answers to your questions.

Nope, it needs to be put under load.
If someone else can drive it, take it out for a good, long run, and give it some stick.
