First thing to check then, rotate the engine until valve no.8 at the opposite end is fully compressed, then check whether you have a massive gap in valve no.1, tip the rocker backwards if you can to check.

There was no movement in rocker 1 at all,ive taken the head off, the pushrods are fine. I've put rods back in with head off and they all move as they should even both at no 1.

Rocker 1 looked OK, so not sure if valves are stuck in 1

Pushrods are same length and straight.is it possible for valves to be stuck.dont know if there will be any damage to camshaft or followers, when I put All pushrods back with head off they all moved as they should

assuming everything was setup correctly (especially valve clearances) i'd think it would be highly unusual for the valves to be stuck (closed) to such an extent that the mechanical forces of the camshaft lobes through the cam followers, pushrods and rockers would not be able to move them (without bending the pushrods)

if the pushrods are moving up and down as expected, but the valves themselves are not moving then the problem must be between the tops of the pushrods and the tops of the valves i.e the rocker assembly

have you gone through the process of setting the rocker-valve clearances ?

Rotate the engine until valve no.8 at the opposite end is fully compressed, then check what clearance you have between valve no.1 and its’ rocker. Tip the rocker backwards to check. Report back.

Sounds like the cam followers are missing from no 1 cylinder ?take the cam cover off the back of the engine and check.
